INCA Bond Rehabilitation Company (IBRC)
IBRC
is a 100 per cent subsidiary of INCA and was incorporated in
November 1999.
The primary objective of IBRC is the purchase of below investment
grade or non-performing municipal debt investments.
The value of IBRC’s current portfolio is R62 million. Credit
decisions are taken on a group level and not within IBRC.
IBRC is governed by a Board of Directors and conforms to all the
requirements of the Companies Act. Portfolio Managers wishing to

INCA Capacity Building Fund
The Capacity Building
Fund was established in 1998 with the main objective to
build capacity and develop skills in the Local
Government Sector. Interventions of the fund is
directed on a Macro level (programmes which span across all
municipalities), Institutional level (engagement of
municipalities on a individual basis), Individual level
(presentation of bursaries to previously disadvantaged Public
Administration Degree/Diploma students) and lastly interventions
on a Community Level (joint programmes with municipalities to
uplift the community).
Projects Supported
The Funds focus has mainly been on financial training to
municipal officers. Sound financial management is regarded as
essential for the future viability of municipalities. Pilot
projects or case studies which could be replicated if proven
successful, are receiving special attention by the Fund.
General Accepted Municipal Accounting Practises (GAMAP)
The Fund, in partnership with IMFO, successfully launched the
GAMAP training initiative in 2002. Phase 3 of this very
successful training initiative was launched during 2004. To date
1800 delegates have completed the various training sessions at
locations across South Africa. The fund in partnership with DPLG
and PWC is in the process of launching a multi million rand
GAMAP Conversion Toolkit.

Student Bursaries / Secondments
Several students from previously disadvantaged communities
studying towards a qualification in Public Administration and
Finance, received bursaries from the fund in the past. In order
for these students to obtain practical experience and to
possibly secure future employment, some of the students are
seconded to municipalities during university recess periods.
This exercise proved a huge success and will be repeated in
future.
HIV/AIDS in Local Government
The fund has partnered with the Medical Research Council in
South Africa and has launched an extensive research programme in
order to develop a toolkit for Local Government, this toolkit
will assist municipalities to deal with HIV/AIDS as an employer
and service provider and should be launched early in 2006.
Community Upliftment Projects
The fund is making a concerted effort to invest in projects
aimed at empowering and uplifting the community. Both the Radio
Community programmes and the Waste Management projects have
exceeded expectations, and will be a key focus area for the fund
in the future.
